It is the process pressing the shutter release halfway to obtain sharpness of a subject, lock its light meter reading, and of course to focus. At this point, the photographer will have to compose or recompose his frame in order to express what drew his attention to the subject on sight. When he is ready to take the actual photograph, he then presses the shutter release all the way until the sound of a "click!"
